RE: Request for Proposals – ¾-ton Pickup Truck

Union County, Oregon is requesting proposals for a pickup truck to be used for search and rescue emergency
responses meeting the following minimum specifications, with as many of the desired specifications and
features as possible. This vehicle may be new manufacture or pre-owned, and will be purchased and not
leased. The vehicle must be conveyed with a clear and marketable title, free and clear of all liens,
encumbrances, and security interests. This vehicle will be purchased using a fixed-budget that must also
accommodate other project costs, so a total delivered price inclusive of all taxes, fees, and charges that does
not exceed $46,000 will be given substantial preference, with preference given to the lower-cost of otherwise
substantially comparable proposals.

Minimum Specifications:

• Model year 2018 or newer (newer vehicles given preference)
• Less than 75,000 original miles (fewer miles given preference)
• Crew cab ¾-ton (“2500”) duty classification or greater pickup truck with four full doors
• “Standard” 76+ inch long cargo box. (80-84” preferred)
• Four-wheel drive with a limited slip and/or locking rear differential
• Minimum conventional trailer capacity ≥14,000 lbs, and payload ≥3,000 lbs
• Gasoline engine producing at least 400 horsepower and 430lb-ft of torque
• Automatic transmission and factory-installed trailer towing package
• Vehicle history report provided prior to sale for tentatively selected proposal (if pre-owned).

Desired Specifications/Features:

• White, silver, or gold exterior color
• Power door locks with key fob and electronic locking tailgate
• Telescoping tow mirrors
• Integrated trailer brake controller
• Skid plates under engine and transmission
• Spray-on bedliner
• Splash guards (mud flaps)
• Alternator with ≥220 amp output
• Maintenance records (if pre-owned)
• Front bench seat configuration that allows for removal of middle section for installation of an aftermarket
radio/upfitting equipment console
• Vinyl or rubber-like floor covering (no carpeting)
• Air conditioning
• Cruise control
• 120 volt outlet in cab
• Seller-provided limited warranty
• Existing color-matched side and rear-opening canopy (price allowance of canopy value will be given for
this feature)

Responses:
Please respond to this request by no later than 12:00 PM on Friday, July 17th with sealed proposals that include
for each vehicle:


• Vehicle manufacturer, model, and model year.
• Included equipment, options, and specifications.
• The total, final delivered price that would be due for vehicle upon receipt in La Grande, Oregon.
• The length of time for which the proposal is valid (the County acknowledges that vehicles may not be reserved and could be sold to another party without notice after submission of the proposal).
