									<p>EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)</p><p>07-29-2026 @ 9:15 a.m.</p><p>A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff&#8217;s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR) remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.</p><p> </p><p>The following <strong>evacuation levels</strong> have been increased from Level 2 to <strong>LEVEL 3</strong> on the <strong>Hagen Fire effective immediately (all other zones remain unchanged)</strong>:</p><p><strong><u>LEVEL 3  (GO NOW)</u></strong></p><p> </p><p>Evacuation Zones:</p><p>UMC &#8211; 1406018-A</p><p> </p><p><u>This LEVEL 3 area in <strong>Umatilla County</strong></u> includes the area south of the NF 3719 road, east to the Umatilla County line.</p><p> </p><p>We continue to instruct residents in all the areas to take extra precautions. While every effort is being made to provide timely updates on evacuation levels and fire behavior, local terrain presents significant communication and access challenges.</p><p> </p><p>Due to the remote nature of these affected areas and the predicted weather conditions, residents must remain extremely vigilant and proactively monitor surrounding fire activity. North of Big Saddle. </p><p><u>LEVEL 2 increases in  <strong>Union Count</strong></u><strong>y</strong> include south of NF Road 31 from the Umatilla County Line. 									<div class="wp-block-image"> </div><p>EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)</p><p>07-26-2026 @ 10:30 a.m</p><p>A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff&#8217;s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR)  remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.</p><p>The following <strong>evacuation levels</strong> have been<strong> increased</strong> on the <strong>Hagen Fire effective immediately</strong>:</p><p><strong><u>LEVEL 3  (GO NOW)</u></strong></p><p>Evacuation Zones:</p><p>UMC -1406018-B</p><p>UMC &#8211; 1406014-A</p><p>UCO- 140614</p><p><strong><u>LEVEL 3 areas in Umatilla County</u></strong> are <strong>South of the North Fork Umatilla River, West of the Umatilla/Union County Border, North of the Umatilla/ Union County Border.</strong> </p><p><strong><u>LEVEL 3 areas in Union County</u></strong> include the area <strong>northeast of the USFS 3150 Road and northwest of the USFS 31 Road up to the county line with Umatilla County. </strong>All of this LEVEL 3 area is currently under USFS administrative closure for public and firefighter safety.</p><p><strong><u>Level 2 (BE SET)</u></strong></p><p>Evacuation Zones: </p><p>UMC-1406013-A</p><p>UCO- 140613</p><p>UCO- 140612-N</p><p><u>LEVEL 2 increases in  <strong>Umatilla County</strong></u> include <strong>South of Forest Road USFS 3150, West of the Union County/ Umatilla Border, Including FS road 228, 229 and North of Roest Road 3145</strong></p><p><u>LEVEL 2 increases in  <strong>Union Count</strong></u><strong>y</strong> The area <strong>northwest of the USFS 31 Road and southwest of the USFS 3150 Road</strong> <strong>up to the county line with Umatilla County, </strong>and also the area of <strong>Ninemile and Middle Ridges south of the USFS 31 Road between the USFS 3738/Phillips Creek Road and Highway 204 (north of the USFS 3148 – 3738 intersection and milepost 32.5 on Highway 204). </strong>All of this  LEVEL 2 area is currently under USFS administrative closure for public and firefighter safety.</p><p>We continue to instruct residents in all the areas to take extra precautions. While every effort is being made to provide timely updates on evacuation levels and fire behavior, local terrain presents significant communication and access challenges.</p><p>Due to the remote nature of these affected areas and the predicted weather conditions, residents must remain extremely vigilant and proactively monitor surrounding fire activity. This vehicle may be new manufacture or pre-owned, and will be purchased and not<br />leased. The vehicle must be conveyed with a clear and marketable title, free and clear of all liens,<br />encumbrances, and security interests. This vehicle will be purchased using a fixed-budget that must also<br />accommodate other project costs, so a total delivered price inclusive of all taxes, fees, and charges that does<br />not exceed $46,000 will be given substantial preference, with preference given to the lower-cost of otherwise<br />substantially comparable proposals.</p><p><strong>Minimum Specifications:</strong></p><p>• Model year 2018 or newer (newer vehicles given preference)<br />• Less than 75,000 original miles (fewer miles given preference)<br />• Crew cab ¾-ton (“2500”) duty classification or greater pickup truck with four full doors<br />• “Standard” 76+ inch long cargo box. (80-84” preferred)<br />• Four-wheel drive with a limited slip and/or locking rear differential<br />• Minimum conventional trailer capacity ≥14,000 lbs, and payload ≥3,000 lbs<br />• Gasoline engine producing at least 400 horsepower and 430lb-ft of torque<br />• Automatic transmission and factory-installed trailer towing package<br />• Vehicle history report provided prior to sale for tentatively selected proposal (if pre-owned).</p><p><strong>Desired Specifications/Features:</strong></p><p>• White, silver, or gold exterior color<br />• Power door locks with key fob and electronic locking tailgate<br />• Telescoping tow mirrors<br />• Integrated trailer brake controller<br />• Skid plates under engine and transmission<br />• Spray-on bedliner<br />• Splash guards (mud flaps)<br />• Alternator with ≥220 amp output<br />• Maintenance records (if pre-owned)<br />• Front bench seat configuration that allows for removal of middle section for installation of an aftermarket<br />radio/upfitting equipment console<br />• Vinyl or rubber-like floor covering (no carpeting)<br />• Air conditioning<br />• Cruise control<br />• 120 volt outlet in cab<br />• Seller-provided limited warranty<br />• Existing color-matched side and rear-opening canopy (price allowance of canopy value will be given for<br />this feature)</p><p><strong>Responses:</strong><br />Please respond to this request by no later than 12:00 PM on Friday, July 24 with sealed proposals that include<br />for each vehicle:</p><p>• Vehicle manufacturer, model, and model year.<br />• Included equipment, options, and specifications.<br />• The total, final delivered price that would be due for vehicle upon receipt in La Grande, Oregon.<br />• The length of time for which the proposal is valid (the County acknowledges that vehicles may not be reserved and could be sold to another party without notice after submission of the proposal).</p><p>Sealed proposals marked as “SAR Vehicle Proposal” may be submitted by mail or in-person to:</p><p>Union County Emergency Services<br />1106 K Ave.<br />La Grande, OR 97850</p><p>Please direct any clarification or follow-up questions to Nick Vora at <a href="mailto:nvora@union-county.org">nvora@union-county.org</a></p><p>Union County reserves the right to accept or reject any proposal and to select the proposal which is most beneficial to Union County.
