									<h1>August 2, 2026 12:30 p.m. | Effective Immediately</h1><h2>Hagen Fire Evacuation Levels Reduced</h2><p><strong>Joint release from the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR)</strong></p><p>The Joint Emergency Operations Center remains actively engaged with Northwest Incident Management Team 7 on the Hagen Fire. Following a review of current fire conditions, some evacuation zones are being reduced (zones listed below). </p><p>Previous <strong>evacuation levels </strong>issued <strong>in the area east of Meacham Creek have dropped down one level (see map). </strong> </p><p>Previous <strong>evacuation levels </strong>issued <strong>in areas west of McEntyre Road, south along NF 3719 Road and north of the North Fork of the Umatilla River have also dropped down one level (see map). </strong></p><p>Residents in the area should check the current maps prior to returning to ensure they are informed regarding the current evacuation levels in their area. </p><p>Residents returning to reduced evacuation areas should also use caution and watch for firefighters, heavy equipment, smoke, debris, weakened trees, and ongoing suppression work. Those who do not live in the affected area are asked to stay out so crews and local landowners can work safely and without interference.</p><p>A reduction in evacuation level does <strong>not automatically reopen closed roads, trails, campgrounds, or restricted areas</strong>. <u>Continue following all posted closures.</u></p><p><strong>The following Zones have been reduced in Umatilla County. Multiple spot fires occurred east of Forest Service Road 31, and crews worked through the night to contain those spots and strengthen the road as a containment line.</p><p>Although the fire is holding along portions of the north and west sides, it continues to progress southeast and due east along the North Fork of the Umatilla River. Firefighters, equipment operators, aviation resources when conditions allow, incident personnel, supporting fire agencies, and local landowners remain actively engaged.</p><p>These evacuation reductions reflect improved conditions in the affected areas. The Joint Emergency Operations Center will continue taking a careful and measured approach to public safety while also returning residents to their homes as soon as conditions make that appropriate and feasible.</p><p>The Joint Emergency Operations Center appreciates the patience and cooperation of affected communities throughout this incident. 									<p>EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)</p><p>07-31-2026 @ 6:00 p.m.</p><p>A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff&#8217;s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR)  remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.</p><p> </p><p><strong><u>New LEVEL 1 evacuation levels have been issued in Union County effective immediately: </u></strong></p><p><strong><u>LEVEL 1  (BE READY)</u></strong></p><p><u>Evacuation Zones:</u></p><p>UCO &#8211; 									<p>FOR IMMEDIATE RELEASE<br /><strong>URGENT PUBLIC SAFETY MESSAGE: Leave Level 3 Areas Today and Avoid Highway 204</strong></p><p>July 31, 2026 @ 2:40 p.m.</p><p><strong>UMATILLA COUNTY, Ore.</strong> — Umatilla County is urging residents within Level 3 evacuation areas near the <strong>Hagen Fire</strong> to leave today.  We are urging the public to avoid  unnecessary travel on Highway 204 through the Tollgate, Spout Springs and Langdon Lake areas to the greatest extent possible.</p><p>The National Weather Service has issued a <a href="https://www.weather.gov/wwamap/wwatxtget.php?cwa=pdt&amp;wwa=all"><strong>Particularly Dangerous Situation (PDS) Red Flag Warning</strong></a> for Saturday, August 1. The Red Flag Warning is in effect from <strong>11 a.m. to 11 p.m.</strong></p><p>Strong winds, extremely dry fuels and existing wildfire conditions could result in rapid fire growth, extreme fire behavior, power outages and dangerous travel conditions.</p><h2>This Is Not a Routine Red Flag Warning</h2><p>A <strong>Particularly Dangerous Situation, or PDS Red Flag Warning</strong> is a rare designation used by the National Weather Service to identify exceptionally dangerous fire-weather conditions.</p><p>The National Weather Service began using PDS language for Red Flag Warnings in 2021. These warnings are intended for events meeting or exceeding the <strong>95th percentile of fire-weather severity</strong> based on criteria established for the local area.</p><p>These conditions greatly exceed those associated with a routine Red Flag Warning and may result in:</p><ul><li>Extreme and unpredictable fire behavior</li><li>Rapid fire growth and long-range spotting</li><li>New fires quickly becoming difficult to control</li><li>Dangerous conditions for residents, travelers and firefighters</li><li>Reduced opportunities to evacuate safely once conditions deteriorate</li></ul><p> </p><p>Residents should complete preparations and make evacuation decisions <strong>before the strongest winds and most dangerous conditions arrive.</strong></p><h2>Level 3 — GO NOW!</h2><p><strong>Everyone within a Level 3 evacuation area near the Hagen Fire should leave today.</strong></p><p>There is extreme danger in the area. Leave without delay. Do not wait until Saturday. Do not wait until you see fire or smoke nearby. Do not wait for another evacuation alert.</p><p>Leave while roads remain passable and visibility allows for safer travel. Once winds increase and conditions deteriorate, emergency responders may be unable to safely enter or re-enter evacuation areas. Additional warnings or evacuation assistance may not be possible.</p><h2>Level 2 — BE SET to evacuate. </h2><p>Residents within Level 2 evacuation areas must be prepared to leave immediately. There is significant danger in the area.  Stay informed and be alert. </p><p>If you feel unsafe or need additional time to evacuate children, older adults, individuals with medical or mobility needs, pets or livestock you should strongly consider leaving early. Conditions may deteriorate rapidly and with little warning. Do not wait for another evacuation notice. Leave if you feel unsafe. </p><h2>Avoid Highway 204</h2><p><strong>The public should avoid unnecessary travel on Highway 204 through the Tollgate, Spout Springs and Langdon Lake areas. </strong></p><p>Use alternate routes and stay outside the affected area. Highway 204 must remain available for evacuating residents, emergency responders and firefighting equipment.</p><p>Those already within the area should consider leaving early rather than waiting for conditions to worsen.</p><h2>Potential Hazards</h2><p>Residents, travelers and recreationists may encounter:</p><ul><li>Rapidly changing fire conditions</li><li>Heavy smoke and blowing dust</li><li>Sudden or near-zero visibility</li><li>Falling trees and large limbs</li><li>Downed power lines</li><li>Power outages</li><li>Debris or blocked roadways</li><li>Emergency vehicles and firefighting equipment operating along Highway 204</li></ul><p> </p><div class="wp-block-image"> </div><p>Residents throughout Umatilla County should keep vehicles fueled, phones charged and emergency supplies ready. 									<p>EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)</p><p>07-29-2026 @ 9:15 a.m.</p><p>A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff&#8217;s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR) remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.</p><p> </p><p>The following <strong>evacuation levels</strong> have been increased from Level 2 to <strong>LEVEL 3</strong> on the <strong>Hagen Fire effective immediately (all other zones remain unchanged)</strong>:</p><p><strong><u>LEVEL 3  (GO NOW)</u></strong></p><p> </p><p>Evacuation Zones:</p><p>UMC &#8211; 1406018-A</p><p> </p><p><u>This LEVEL 3 area in <strong>Umatilla County</strong></u> includes the area south of the NF 3719 road, east to the Umatilla County line.</p><p> </p><p>We continue to instruct residents in all the areas to take extra precautions. While every effort is being made to provide timely updates on evacuation levels and fire behavior, local terrain presents significant communication and access challenges.</p><p> </p><p>Due to the remote nature of these affected areas and the predicted weather conditions, residents must remain extremely vigilant and proactively monitor surrounding fire activity. 									<p>EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)</p><p>07-28-2026 @ 1:30 p.m.</p><p>A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff&#8217;s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR)  remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.</p><p>The following <strong>evacuation levels</strong> have been<strong> increased</strong> on the <strong>Hagen Fire effective immediately</strong>:</p><p><strong><u>LEVEL 3  (GO NOW)</u></strong></p><p>Evacuation Zones:</p><p>UCO &#8211; 140613</p><p>UMC &#8211; 1406013-A</p><p>UMC &#8211; 1406011-A</p><p><u>LEVEL 3 areas in <strong>Umatilla County</strong></u> include NF Road 3150 and areas to the south (including Buck Mountain, Thomas Creek and Ruckel Junction) and west along the NF Road 31 to the Shimmiehorn.</p><p><u>LEVEL 3 areas in <strong>Union County </strong></u>include the area north of NF Road 31. </p><p><strong><u>Level 2 (BE SET)</u></strong></p><p>Evacuation Zones: </p><p>UMC &#8211; 1406010</p><p>UCO &#8211; 140610N<br />UCO &#8211; 140609D<br />UMC &#8211; 1406009-B</p><p><u>LEVEL 2 increases in  <strong>Umatilla County</strong></u> include the area east of the NF Road 31 to the Union County Line. North of Big Saddle. </p><p><u>LEVEL 2 increases in  <strong>Union Count</strong></u><strong>y</strong> include south of NF Road 31 from the Umatilla County Line. West of NF 3738, including Phillips Creek. </p><p><strong><u>Level 1 (BE READY)</u></strong></p><p>Evacuation Zones: </p><p>UCO- 140612S</p><p>UCO &#8211; 140610S</p><p>UCO &#8211; 1449</p><p><u>LEVEL 1 increases in  <strong>Union Count</strong></u><strong>y</strong> include the area west of Highway 204 and north of the Forest Service Boundary. Also includes the area south of the intersection of NF Road 32 and NF Road 3217. </p><p>We continue to instruct residents in all the areas to take extra precautions. While every effort is being made to provide timely updates on evacuation levels and fire behavior, local terrain presents significant communication and access challenges.</p><p>Due to the remote nature of these affected areas and the predicted weather conditions, residents must remain extremely vigilant and proactively monitor surrounding fire activity.
