Continued progress on the Hagen Fire is allowing emergency officials to further reduce or lift evacuation levels in portions of Umatilla County, Union County and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR).

Fire activity on the Hagen Fire has continued to moderate. Crews remain actively engaged throughout the fire area, securing and mopping up control lines, addressing remaining areas of heat and continuing protection of structures, private property and critical infrastructure. Firefighters, engines and other apparatus will remain active throughout the affected areas as suppression work continues.

Effective immediately, the following evacuation levels have been REDUCED or LIFTED:

These additional reductions and lifted evacuation levels are an encouraging sign of the continued progress on the Hagen Fire. Firefighters, engines and other fire apparatus will continue working throughout the area as crews strengthen containment features and complete additional suppression and mop-up work.

Residents and travelers should continue to expect fire personnel, engines, heavy equipment and emergency vehicles operating in and around the affected areas. Drivers are asked to slow down, remain alert and give crews and equipment room to work.

All other evacuation areas not listed above remain at their current evacuation level.

  • Watch for Fire Crews: Drivers should slow down, remain alert and watch for firefighters, engines, heavy equipment and trucks entering and exiting roadways.
  • Respect Closures: All applicable U.S. Forest Service road and area closures remain in effect.

Emergency officials from Umatilla County, Union County, CTUIR and partner agencies continue to coordinate closely with fire managers and evaluate conditions. Additional adjustments to evacuation levels will be made as conditions allow.

Evacuation Zones Increased Along Highway 204 in Umatilla County.

August 10, 2026 at 2:00 p.m.

A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR) remain actively engaged with the Incident Management Team 6 for Hagen Fire. 

The fire continues to expand across the North Fork of the Umatilla River, and we are committed to ensuring that all residents remain informed and prepared as conditions evolve. According to this morning’s Fire OPS briefing, fire crews may begin to utilize defensive firing operations to mitigate unburned fuel between their control line and the fire to build a buffer.

Effective immediately evacuation levels have been elevated in these areas of Umatilla County:

Hagen Fire Evacuation Levels Reduced

Joint release from the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR)

The Joint Emergency Operations Center remains actively engaged with Northwest Incident Management Team 7 on the Hagen Fire. Following a review of current fire conditions, some evacuation zones are being reduced (zones listed below). 

Previous evacuation levels issued in the area east of Meacham Creek have dropped down one level (see map).  

Previous evacuation levels issued in areas west of McEntyre Road, south along NF 3719 Road and north of the North Fork of the Umatilla River have also dropped down one level (see map). 

Residents in the area should check the current maps prior to returning to ensure they are informed regarding the current evacuation levels in their area. 

Residents returning to reduced evacuation areas should also use caution and watch for firefighters, heavy equipment, smoke, debris, weakened trees, and ongoing suppression work. Those who do not live in the affected area are asked to stay out so crews and local landowners can work safely and without interference.

A reduction in evacuation level does not automatically reopen closed roads, trails, campgrounds, or restricted areas. Continue following all posted closures.

The western containment line at Rattlesnake Ridge and the northern line near Bingham Road held through yesterday’s wind event. Multiple spot fires occurred east of Forest Service Road 31, and crews worked through the night to contain those spots and strengthen the road as a containment line.

Although the fire is holding along portions of the north and west sides, it continues to progress southeast and due east along the North Fork of the Umatilla River. Firefighters, equipment operators, aviation resources when conditions allow, incident personnel, supporting fire agencies, and local landowners remain actively engaged.

These evacuation reductions reflect improved conditions in the affected areas. The Joint Emergency Operations Center will continue taking a careful and measured approach to public safety while also returning residents to their homes as soon as conditions make that appropriate and feasible.

The Joint Emergency Operations Center appreciates the patience and cooperation of affected communities throughout this incident. If you see a firefighter or equipment operator working in the area, please take a moment to thank them. Many have worked long hours under difficult and changing conditions to protect residents, property, and our communities.

The NEW  LEVEL 1 area includes the Upper Ruckle Road, including all address numbers above 69500 on Ruckle Road, extending from National Forest boundary on the west to Hwy 204 to the northeast, including Phillips Creek Road.

Due to forecasted weather conditions and the possibility of significant fire activity, we are encouraging residents to make arrangements for their livestock early and ensure you don’t wait to evacuate if you need extra time to leave.  Have a plan in place and leave if you feel unsafe.

URGENT PUBLIC SAFETY MESSAGE: Leave Level 3 Areas Today and Avoid Highway 204

July 31, 2026 @ 2:40 p.m.

UMATILLA COUNTY, Ore. — Umatilla County is urging residents within Level 3 evacuation areas near the Hagen Fire to leave today.  We are urging the public to avoid  unnecessary travel on Highway 204 through the Tollgate, Spout Springs and Langdon Lake areas to the greatest extent possible.

The National Weather Service has issued a Particularly Dangerous Situation (PDS) Red Flag Warning for Saturday, August 1. The Red Flag Warning is in effect from 11 a.m. to 11 p.m.

Strong winds, extremely dry fuels and existing wildfire conditions could result in rapid fire growth, extreme fire behavior, power outages and dangerous travel conditions.

This Is Not a Routine Red Flag Warning

A Particularly Dangerous Situation, or PDS Red Flag Warning is a rare designation used by the National Weather Service to identify exceptionally dangerous fire-weather conditions.

The National Weather Service began using PDS language for Red Flag Warnings in 2021. These warnings are intended for events meeting or exceeding the 95th percentile of fire-weather severity based on criteria established for the local area.

These conditions greatly exceed those associated with a routine Red Flag Warning and may result in:

  • Extreme and unpredictable fire behavior
  • Rapid fire growth and long-range spotting
  • New fires quickly becoming difficult to control
  • Dangerous conditions for residents, travelers and firefighters
  • Reduced opportunities to evacuate safely once conditions deteriorate

 

Residents should complete preparations and make evacuation decisions before the strongest winds and most dangerous conditions arrive.

Level 3 — GO NOW!

Everyone within a Level 3 evacuation area near the Hagen Fire should leave today.

There is extreme danger in the area. Leave without delay. Do not wait until Saturday. Do not wait until you see fire or smoke nearby. Do not wait for another evacuation alert.

Leave while roads remain passable and visibility allows for safer travel. Once winds increase and conditions deteriorate, emergency responders may be unable to safely enter or re-enter evacuation areas. Additional warnings or evacuation assistance may not be possible.

Level 2 — BE SET to evacuate. 

Residents within Level 2 evacuation areas must be prepared to leave immediately. There is significant danger in the area.  Stay informed and be alert. 

If you feel unsafe or need additional time to evacuate children, older adults, individuals with medical or mobility needs, pets or livestock you should strongly consider leaving early. Conditions may deteriorate rapidly and with little warning. Do not wait for another evacuation notice. Leave if you feel unsafe. 

Avoid Highway 204

The public should avoid unnecessary travel on Highway 204 through the Tollgate, Spout Springs and Langdon Lake areas. 

Use alternate routes and stay outside the affected area. Highway 204 must remain available for evacuating residents, emergency responders and firefighting equipment.

Those already within the area should consider leaving early rather than waiting for conditions to worsen.

Potential Hazards

Residents, travelers and recreationists may encounter:

  • Rapidly changing fire conditions
  • Heavy smoke and blowing dust
  • Sudden or near-zero visibility
  • Falling trees and large limbs
  • Downed power lines
  • Power outages
  • Debris or blocked roadways
  • Emergency vehicles and firefighting equipment operating along Highway 204

 

 

Residents throughout Umatilla County should keep vehicles fueled, phones charged and emergency supplies ready. Stay away from downed power lines and call 911 for immediate threats to life or safety.

EVACUATION LEVELS UPDATED ON HAGEN FIRE (NW IM TEAM 7)

07-29-2026 @ 9:15 a.m.

A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR) remain actively engaged with the Northwest Incident Management Team 7 for Hagen Fire.

 

The following evacuation levels have been increased from Level 2 to LEVEL 3 on the Hagen Fire effective immediately (all other zones remain unchanged):

LEVEL 3  (GO NOW)

 

Evacuation Zones:

UMC – 1406018-A

 

This LEVEL 3 area in Umatilla County includes the area south of the NF 3719 road, east to the Umatilla County line.

 

We continue to instruct residents in all the areas to take extra precautions. While every effort is being made to provide timely updates on evacuation levels and fire behavior, local terrain presents significant communication and access challenges.

 

Due to the remote nature of these affected areas and the predicted weather conditions, residents must remain extremely vigilant and proactively monitor surrounding fire activity. Fire conditions can change rapidly and unpredictably.  Do not wait for an official evacuation order if you feel unsafe or see immediate danger.

Additionally the public is warned that there is a heavy presence of fire apparatus, emergency response vehicles, fire crews and law enforcement operating throughout the area.  Members of the public are strictly urged to remain clear, unless travel is absolutely necessary.  Unnecessary traffic can interfere with emergency personnel and fire crews and create safety risks to both the public and critical operations.

LEVEL 1 increases in  Union County include the area west of Highway 204 and north of the Forest Service Boundary. Also includes the area south of the intersection of NF Road 32 and NF Road 3217.

Multiple wildfires burning across Oregon are contributing to elevated smoke levels in Union County. A layer of stagnant air, known as an inversion, has been holding smoke close to the ground and limiting its ability to clear from the Grande Ronde Valley.

Residents interested in checking current air quality conditions before spending extended time outdoors can visit AirNow.gov for current air quality information, smoke maps, and health recommendations.

Air quality can vary across the County and may change throughout the day as smoke moves and conditions change.

LEVEL 2 increases in  Umatilla County include South of Forest Road USFS 3150, West of the Union County/ Umatilla Border, Including FS road 228, 229 and North of Roest Road 3145

LEVEL 2 increases in  Union County The area northwest of the USFS 31 Road and southwest of the USFS 3150 Road up to the county line with Umatilla County, and also the area of Ninemile and Middle Ridges south of the USFS 31 Road between the USFS 3738/Phillips Creek Road and Highway 204 (north of the USFS 3148 – 3738 intersection and milepost 32.5 on Highway 204).
