Continued progress on the Hagen Fire is allowing emergency officials to further reduce or lift evacuation levels in portions of Umatilla County, Union County and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR).

A Joint Emergency Operations Center, including the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), remains actively engaged with the Incident Management Team managing the Hagen and Paradise fires.

The evacuation changes listed below are specific to the Hagen Fire.

Effective at 12:00 p.m., the following Hagen Fire evacuation levels are REDUCED or LIFTED:

Firefighters, engines and other fire apparatus will continue working throughout affected areas as crews complete suppression and mop-up work and address remaining areas of heat.

Residents and travelers should continue to expect fire personnel, engines, heavy equipment and emergency vehicles operating throughout the affected areas. Drivers are asked to slow down, remain alert and give crews and equipment room to work.

All other Hagen Fire evacuation areas not listed above remain at their current evacuation level.

Continued progress by firefighters and improving conditions in key areas of both fires have allowed emergency officials to reduce several evacuation zones from Level 3 (GO NOW) to Level 2 (BE SET).

Effective immediately, the following evacuation levels have been REDUCED in portions of Umatilla County, Union County and the Confederated Tribes of the Umatilla Indian Reservation:

HAGEN FIRE

The Hagen Fire is currently estimated at 60,645 acres with 33% containment and 1,043 resources assigned. Crews made good progress yesterday, particularly in the Division Lima and Mike areas of the fire.

PARADISE FIRE

The Paradise Fire is currently estimated at 9,272 acres with 13% containment and 463 resources assigned. Substantial progress was made yesterday securing the Mill Creek/Tiger Creek Road intersection and water intake structures in that area.

UMATILLA COUNTY

REDUCED FROM LEVEL 3 TO LEVEL 2 – BE SET

Evacuation Zones:

Includes the area east of the intersection of Mill Creek Road and Tiger Canyon Road, north to the Washington State Line, and south to include Tiger Canyon Road/NF 65, including the Intake Trail for the Mill Creek Watershed. The area is north of the Mill Creek River corridor and west of the Paradise Fire boundary.

These evacuation reductions are an encouraging sign of the progress being made on both fires. Firefighters, engines and other fire apparatus will continue working throughout these areas as crews strengthen containment features, mop up remaining heat and continue protecting homes, infrastructure and other values at risk.

Residents and travelers should continue to expect fire personnel, engines, heavy equipment and emergency vehicles operating throughout the affected areas. Drivers are asked to slow down, remain alert and give crews and equipment room to work.

All other evacuation areas not listed above remain at their current evacuation level.

Firefighting operations continue to successfully hold the Hagen Fire within established containment lines, allowing officials to safely reduce portions of the evacuation levels around the fire.

However, conditions can change quickly, due to fire activity or the urgent need to provide fire crews the space needed to work safely. Travelers are encouraged to avoid unnecessary travel through the area, slow down and watch for fire crews, heavy equipment and trucks entering and exiting the highway.


County officials continue to work closely with the fire incident management team to evaluate fire activity, weather conditions, control lines and risks to homes and communities. As conditions improve, officials are actively evaluating whether evacuation levels can be safely reduced. Any changes will be based on conditions on the ground and the ability of fire personnel and emergency responders to safely protect residents and provide access to affected areas.

Members of the public are advised that active firefighting efforts continue, and all Forest Service road closures remain strictly in effect.

Residents should continue to follow current evacuation guidance and remain prepared for changes. Updates will be provided as conditions support changes to evacuation levels.

Wednesday, August 19, 2026, 4:00 p.m.

OR 204/Tollgate is now open between Elgin and Weston following a lengthy wildfire closure. However, conditions can change quickly, and the highway may close again with little or no notice due to fire activity or to provide fire crews with the space needed to work safely.

Travelers are encouraged to avoid unnecessary travel through the area. If travel is necessary, slow down and watch for fire crews, heavy equipment and trucks entering and exiting the highway. Check TripCheck before traveling for the latest road conditions and closures: http://www.tripcheck.com/.

Although OR 204/Tollgate has reopened, emergency closures issued by the Forest Supervisor of the Umatilla National Forest remain in effect in the Hagen Fire area. These closures are separate from the highway closure and remain in effect to support fire operations and public safety. Additional information about Forest Service closures is available at https://www.fs.usda.gov/r06/umatilla.

County officials continue to work closely with the fire incident management team to evaluate fire activity, weather conditions, control lines and risks to homes and communities. As conditions improve, officials are actively evaluating whether evacuation levels can be safely reduced. Any changes will be based on conditions on the ground and the ability of fire personnel and emergency responders to safely protect residents and provide access to affected areas.

Weather conditions are expected to remain hot and very dry. Afternoon highs will reach the upper 80s and low 90s, with humidity dropping to 10 to 13%. Winds will shift to the northwest this afternoon, with ridgetop gusts around 15-18 mph. Dry grass and other fine fuels will ignite easily. Individual or groups of trees may ignite, and the fire could make short uphill runs and produce spot fires one-quarter to one-half mile ahead of the main fire. Humidity will remain low into the evening, allowing fire activity to continue. Unburned areas on the southeastern side of the Hagen Fire may continue to ignite and burn.

Residents should continue to follow current evacuation guidance and remain prepared for changes. Updates will be provided as conditions support changes to evacuation levels.

The goal remains to protect lives, homes and communities while allowing residents to return home as soon as it is safely possible. A Joint Emergency Operations Center, including the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), remains actively engaged with the Incident Management Team managing the Hagen Fire.

The Joint Emergency Operations Center, which includes the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), remains actively engaged with Incident Management Team 6 regarding the Hagen Fire.

 

Highway 204 will remain closed and current evacuation levels stay in place to ensure the safety of both the public and firefighters. The Joint Emergency Operations Center and Fire IMT 6 have requested that the Oregon Department of Transportation (ODOT) maintain the closure of Highway 204 at this time.

 

Although a reopening of Highway 204 was tentatively scheduled for today at 4:00 p.m., fire activity is increasing this afternoon and challenging weather conditions persist. Additionally, both Sheriff’s Offices have responded to an increase in unauthorized motorists entering areas near the fire perimeter to observe fire activity. This behavior is unlawful on closed roads and presents significant issues for safety and continued fire operations. Fire resources diverted to interface with the public are unable to actively engage in fighting the fire, including structure protection if that becomes necessary.

 

Emergency managers are working closely with fire managers and will reopen the highway when it becomes safe to do so. Please avoid the fire area, including access by alternate routes. We remain committed to the safety of both the public and the fire crews.

Update – August 18, 2026

 
The forward progression of the fire has been stopped, and there is no threat to the public at this time.
 
Multiple agencies and resources responded to this fire, including Imbler Rural Fire Department, North Powder Rural Fire Department, Oregon Department of Forestry units from La Grande, Pendleton, Wallowa, and Baker, the USFS La Grande Ranger District, and personnel from the Hagen Fire.
 
The quick response held the fire to 26 acres. The Incident Management Team assigned to the Hagen Fire worked directly with fire management on this incident to provide additional resources and personnel for the initial response.
 
Aircraft assigned to the fire included two SEATs, two helicopters conducting bucket drops, and two heavy air tankers.
 
Fire personnel were on scene overnight and will remain in the area as mop-up operations continue.
 
 
August 17, 2026 – 3:50 p.m.
 
Fire Response Underway Near Phillips Creek and Highway 204
 
A wildfire started this afternoon in the area between Phillips Creek and Highway 204. 
 
Interagency wildland fire resources, including local rural fire protection districts, are on scene.  Helicopters are also conducting water drops to assist with fire suppression efforts.

A Joint Emergency Operations Center, including the Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management, and the Confederated Tribes of the Umatilla Indian Reservation (CTUIR), remains actively engaged with the Incident Management Team managing the Hagen Fire.

Conditions in portions of the fire area are improving, and fire personnel continue to work round-the-clock to make progress. However, current conditions do not yet support changes to existing evacuation levels.

Union County officials are working closely with the fire incident management team to evaluate fire activity, weather, control lines and risks to homes and communities. As conditions improve, officials are actively evaluating where evacuation levels may be safely reduced. Any changes will be based on conditions on the ground and the ability of fire personnel and emergency responders to safely protect residents and provide access to affected areas.

Recent fire behavior demonstrates the need for continued vigilance. On the northern portion of the fire, south of Highway 204, outflow winds reaching approximately 30 mph pushed the fire toward control lines, with spot fires reported up to one-half mile from the fire’s edge. Air resources provided critical support while crews worked to establish additional dozer and hand lines in more favorable terrain.

Elsewhere, portions of the fire received more than one-half inch of precipitation, including hail. Firefighters are using the recent moisture to support mop-up operations and reduce remaining fuels within the fire perimeter. Unmanned aerial systems are also monitoring the fire and identifying heat signatures that could threaten control lines.

While recent improvements are encouraging, fire behavior remains dynamic. Officials will continue to evaluate conditions and make adjustments to evacuation levels when it is safe to do so.

Residents should continue to follow current evacuation guidance and remain prepared for changes. Updates will be provided as conditions support changes to evacuation levels.

The goal remains to protect lives, homes and communities while getting residents back home as soon as it is safely possible.

Evacuation Zones Increased Along Highway 204 in Umatilla County.

A Joint Emergency Operation Center including Umatilla County Sheriff’s Office, Umatilla County Emergency Management, Union County Sheriff’s Office, Union County Emergency Management and Confederated Tribes of the Umatilla Indian Reservation (CTUIR) remain actively engaged with the Incident Management Team 6 for Hagen Fire. 

The fire continues to expand across the North Fork of the Umatilla River, and we are committed to ensuring that all residents remain informed and prepared as conditions evolve. According to this morning’s Fire OPS briefing, fire crews may begin to utilize defensive firing operations to mitigate unburned fuel between their control line and the fire to build a buffer.

Effective immediately evacuation levels have been elevated in these areas of Umatilla County:
